Argentina ENACOM Publishes Resolución 748/2024
Ente Nacional de Comunicaciones (ENACOM) in Argentina published Resolución 748/2024 on September 16, 2024, which resolved to add to the channel arrangements for the following frequency bands for Digital Multichannel Systems (MXD):

- 8275-8500 MHz
- 14.5-15.35 GHz
- 21.2-23.6 GHz
- 71-76 GHz
- 81-86 GHz

UAE MoIAT Updates Safety Label
The Ministry of Industry and Advanced Technology (MoIAT) in the UAE published Ministerial Resolution No. 137 of 2024 on September 16, 2024, which updates national conformity marks and performance labels, including the Safety Label.
New products must comply with the new designs within 6 months from the publication date, and already existing products must comply within 1 year from the publication date.

Brazil ANATEL Will Update Renewal Process
The Agência Nacional de Telecomunicações (ANATEL) in Brazil held a meeting on September 24, 2024, in which changes to the renewal process were announced to OCDs. Going forward, OCDs may only renew certificates prior to the expiration date or within a window of no more than 6 months after the expiration date in certain cases. For renewals within 6 months after the expiration date, all renewal documents and test reports must have been uploaded to the ANATEL system prior to the 6 months tolerance period. For certificates expired more than 6 months ago, new approvals with testing and an updated ANATEL ID will be required.
ANATEL has not yet released an official announcement communicating these changes. DEKRA will continue to monitor the situation closely and communicate updates accordingly as this news is formalized by ANATEL.

Brazil ANATEL Requires At Least 4G Compatibility for Cell Phones and Access Terminals
The Agência Nacional de Telecomunicações (ANATEL) in Brazil published Ato No. 14430 on October 8, 2024, which will require cell phones and access terminal stations to have 4G technology or higher prior to being certified starting April 6, 2025. New equipment with 2G and 3G technology may continue to be certified as long as it also has 4G technology or higher.
Mexico IFETEL Issues New Enforcement Date for IFT Seal and Agreement
The Instituto Federal de Telecomunicaciones (IFETEL) of Mexico approved modifications to the Homologation Guidelines and those on the Use of the IFT Seal on October 2, 2024. The modified Guidelines for the Use of the IFT Seal will enter into effect on July 1, 2025, and the vector file containing the IFT Seal referred to in the 5th Guideline of the Guidelines will be available through IFTEL’s electronic window, for those with valid access and password, beginning October 3, 2024. Once the Guidelines have entered into effect, the vector file may be obtained according to the provisions of the last paragraph of the 5th Guideline.
IFETEL published an Agreement which modifies the Guidelines for the approval of telecommunications and broadcasting devices on October 2, 2024. This Agreement establishes that each approved product must have a physical or electronic marking or labeling, which must be printed, digitized, or reproduced through permanent affixing. The required markings or identification label data must be engraved, stamped, or printed permanently on a metal, plastic, or other material identification plate or label that is affixed to the approved product, or on the packaging. Electronic labels may be used on products possessing an integrated screen which allows users to view the label clearly and in an accessible manner. For approved products with an electronic label, the permanently affixed label is optional. This Agreement will enter into force on October 2, 2024.
