Indonesia (DJID) Clarifies Product Categories Requiring Telecommunication Certification

The Directorate General of Digital Infrastructure (DJID) under the Indonesian Ministry of Communication has implemented Ministerial Decree No. 469/2025 on November 7, 2025, clearly defining the product categories that require telecommunication certification.
This regulation provides final guidance for manufacturers and importers to avoid customs clearance delays or potential penalties. The decree enters into force 30 days after its issuance in November.
Any equipment utilizing Wi-Fi, Bluetooth, NFC, Cellular (LTE/5G), or radio frequency technologies must comply with the regulation, including but not limited to the following categories:
  • Computing and personal devices: laptops, tablets, smartphones, and smartwatches
  • Infrastructure and networking equipment: routers, switches, modems, base stations (BTS), and fiber optic equipment (ONU/ONT)
  • Wireless modules and IoT devices: RFID devices, GPS trackers, and low-power wireless modules
  • Broadcasting and RF equipment: two-way radios, radar systems, and set-top boxes
  • Smart connected products: any devices with integrated wireless functionality, including smart home appliances and in-vehicle infotainment systems
If a product includes wireless or telecommunication functionality, certification is mandatory, even if it is not listed in the appendix or if such functionality is only secondary.Conversely, if a device is listed but does not include any wireless functionality, it may be exempt from certification.
