Expansion of BSMI Certification Product Scope in Taiwan
On September 9, 2025, the Bureau of Standards, Metrology and Inspection (BSMI) under the Ministry of Economic Affairs of Taiwan released a draft amendment for electric tools. The scope of BSMI certification will be expanded to include DC electric tools, and the applicable testing standard will be updated from IEC 60745 to CNS 62841. Implementation will be carried out in phases:
- Phase 1: Effective from January 1, 2028
- Phase 2: Effective from July 1, 2028
On September 25, 2025, BSMI announced an expansion of the certification scope to include LED controlgear, which will take effect on January 1, 2027.

INMETRO Issues Amendment Proposal to Ordinance No. 69 of 2022
On October 17, 2025, the National Institute of Metrology, Quality and Technology (INMETRO) of Brazil issued an amendment proposal to Ordinance No. 69 of 2022. The key change is the introduction of regulatory requirements for LED luminaires, in addition to the currently regulated LED lamps and LED tubes, and a clearer definition of exemption categories for relevant LED products.

- 12 months from the date of publication: manufacturers and importers must comply with the approved requirements of the regulation.
- 36 months from the date of publication: distributors and trading entities will only be permitted to sell LED light sources that comply with the requirements of this proposal in the Brazilian market.
ENACOM Allocates the 17.3–17.7 GHz Frequency Band for FSS
On October 23, 2025, the National Communications Entity (ENACOM) of Argentina issued Resolution No. 1261/2025, officially allocating the 17.3–17.7 GHz frequency band to Fixed Satellite Services (space-to-Earth). Manufacturers producing equipment operating in this frequency band are required to register with ENACOM and obtain type approval.
IFT Technical Regulations IFT-016-2024 and IFT-017-2023
The Federal Telecommunications Institute of Mexico (IFETEL) has authorized laboratories and certification bodies to conduct local testing and certification activities in accordance with Technical Regulations IFT-016-2024 and IFT-017-2023.

- Scope: Low-power radio communication equipment operating in the 30 MHz to 3 GHz frequency range
- Effective Date: November 3, 2025
Technical Regulation IFT-017-2023
- Scope: Radio communication equipment using digital modulation techniques and operating in the license-exempt frequency bands 5150–5250 MHz, 5250–5350 MHz, 5470–5600 MHz, 5650–5725 MHz, 5725–5850 MHz, and 5925–6425 MHz (e.g., Wireless LAN equipment)
- Effective Date: November 7, 2025
Kenya CA Updates Letter of Authorization (LoA) Requirements
The Communications Authority of Kenya (CA) has strengthened requirements for Letters of Authorization (LoA) for all certifications. Under the new rules, LoAs must be issued on the official letterhead of the manufacturer or applicant and must include complete and accurate contact information, including a valid telephone number, email address, and company website.
MeitY Announces Transition to IS/IEC 62368-1:2023
On October 29, 2025, the Ministry of Electronics and Information Technology (MeitY) of India announced a transition from IS 13252 (Part 1):2010 and IS 616:2017 to the new standard IS/IEC 62368-1:2023.
According to the notification, Extended Reality (XR) products, including Augmented Reality (AR), Virtual Reality (VR), and Mixed Reality (MR) devices, must comply with the new standard by May 1, 2026. All other products previously covered under IS 13252 (Part 1):2010 and IS 616:2017 must complete the transition by November 1, 2028. As of that date, the aforementioned legacy standards will be officially withdrawn.

Vietnam MST Issues Circular No. 29/2025/TT-BKHCN
The Ministry of Science and Technology (MST) of Vietnam has officially issued Circular No. 29/2025/TT-BKHCN, replacing Circular No. 02/2024/TT-BTTTT. The key updates are as follows:
- Expansion of Product List: Industrial computers (HS Code 8471.41.90) are now included in the list of products subject to mandatory certification.
- Adjustment of Applicable Standards: As of December 15, 2026, the following national standards will no longer be mandatory for satellite and maritime equipment:
- QCVN 38:2011/BTTTT
- QCVN 39:2011/BTTTT
- QCVN 26:2011/BTTTT
- QCVN 28:2011/BTTTT
- Changes to Exemption Provisions: The exemption for single shipments of up to three units has been removed.
Circular No. 29/2025/TT-BKHCN will officially take effect on December 31, 2025.
