Vietnam MST Issues New Standards for IP Camera
On December 31, 2024, the Vietnamese Ministry of Science and Technology (MST) issued the local standard for network video surveillance cameras—QCVN 135:2024/BTTTT. This standard is equivalent to ETSI TS 103 701 V1.1.1. The implementation schedule is as follows:
- Starting January 1, 2026, all imported network video surveillance cameras must comply with the QCVN 135:2024/BTTTT specifications. This means importers are required to obtain a local test report proving compliance with this standard when importing products into Vietnam.
- Starting February 15, 2026, the QCVN 135:2024/BTTTT standard will be fully applied to local testing, type approval, and conformity declaration procedures in Vietnam.
The scope of application is as follows:

Vietnam MOIT Releases New Energy Efficiency Labeling Regulations
In November 2025, the Ministry of Industry and Trade of Vietnam (MOIT) issued Circular No. 52/2025/TT-BCT, which officially took effect on January 1, 2026. The new regulations will be implemented in phases as follows:
Phase 1 (Mandatory from January 1, 2026):
The following household appliances and industrial equipment must be affixed with energy efficiency labels: straight-tube fluorescent lamps, compact fluorescent lamps, electromagnetic/electronic ballasts for fluorescent lamps, air conditioners, electric rice cookers, electric fans, refrigerators, horizontal drum washing machines, vertical drum washing machines, televisions, three-phase distribution transformers, electric motors, LED lamps, and storage water heaters.
Phase 2 (Mandatory from January 1, 2027):
The following products may voluntarily carry energy efficiency labels until December 31, 2026, and will become mandatory from January 1, 2027: induction cookers, infrared cookers, microwave ovens, LED street lights, and desktop computers.
Phase 1 (Mandatory from January 1, 2026):

Korea RRA Updates SAR Testing Standards
On December 5, 2025, the Korean National Radio Research Agency (RRA) issued Announcement No. 2025-9, revising the "Electromagnetic Wave Specific Absorption Rate (SAR) Measurement Standards." The announcement will officially take effect on April 1, 2026, with the KS C 3370-1 (Head SAR) and KS C 3370-2 (Body SAR) standards being replaced by the KS C 3350 testing standard.
India MoC Issues Draft Rules on Automotive Radar Systems in the 77-81 GHz Band
The Ministry of Communications (MoC) in India released the Draft Use of Short Range Automotive Radar System in the 77 to 81 GHz band (Exemption from Assignment Requirement) Rules, 2025, on November 25, 2025. These Draft Rules allow for short-range automotive radar systems that operate in the 77-81 GHz frequency band to operate license-free. Currently, only the 76-77 GHz band is exempt from licensing requirements. Equipment must still be type approved and meet required parameters outlined in the GSR.
Indonesia DJID Issues KEPMEN KOMDIGI No. 469/2025
Direktorat Jenderal Infrastruktur Digital (DJID) of Kementerian Komunikasi dan Digital (Komdigi) in Indonesia published KEPMEN KOMDIGI Nomor 469 Tahun 2025 on November 7, 2025. This Decision includes the List of Telecommunications Equipment and/or Devices that Must Meet Technical Standards. The Decision also includes a new format for Import Goods Notification (PIB), which features additional specifications for devices with telecommunications capabilities when filling out the PIB and the CEISA 4.0 portal. Telecommunications devices and equipment, as well as devices and equipment with telecommunications features, must comply with technical standards even if they are not listed in KEPMEN KOMDIGI No. 469/2025.
China Amends Cybersecurity Law
China amended the Cybersecurity Law on October 28, 2025, which included updates regarding emerging technologies like Artificial Intelligence (AI) and requirements for network operators. The Amendment will take effect on January 1, 2026.
Brazil ANATEL Publishes Ato N° 18086
The Agência Nacional de Telecomunicações (ANATEL) in Brazil published Ato N° 18086 on November 25, 2025, which approves the Operational Procedure for Administrative Treatment in the Foreign Trade System of Import Operations of Goods Subject to Approval by the local authority. The new regulation will come into force on May 25, 2026, and provides specific rules for importing units for testing and approval, and for commercialization.
